Liepāja Focus | UNDER Festival, BB & Ksenia Kamikaza

In March 2025, Refuge Worldwide travelled to Liepāja, Latvia, invited by Under Festival—a grassroots celebration of electronic music held on the Baltic coast. Now in its sixth year, the festival is a bold experiment in sound and community, bringing together local and international artists to help build the grassroots scene in the city. This show explores Liepāja’s layers of turbulent history and its culture on the come-up. At the festival, BB chats with Under founder Ksenia about intergenerational raving, identity, and the evolving shape of underground culture in post-Soviet countries, while DJ Existal joins fresh from his set to reflect on heritage, hardcore punk, and the DIY ethos that drives the local scene across borders. You’ll also hear a genre-jumping selection of Latvian tunes past and present from DJ Aniri Chan of innovative local party crew Liepājas Forsfors.
